   # What does this PR (Pull Request) do?
   
   Fixes Traffic Ops missing an error check in the servers assignment endpoint.
   
   Also fixes double-logging errors.
   
   Tests for DSS endpoints already exist. This only happens on database error, it's not possible to simulate this particular error.
   
   No documentation, no interface change.

   - Traffic Ops
   
   ## What is the best way to verify this PR?
   
   Run TO API Tests. Verify `servers/{id}/deliveryservices` endpoint works as expected.

   - 2.2.0
   - 3.0.0
