This issue was reviewed as part of the JIRA-migrated backlog triage (HUDI-9436).

   **Findings: still open.**

The body restates the title with no reproduction, stack trace, or named code path, so the precise filtering site cannot be identified from the ticket.

The described behaviour would be a correctness problem worth pinning down, though - a whole file slice being dropped because its first log file is still pending means a reader silently misses committed data in that slice. Worth stating whether the symptom is missing rows or an exception, and on which read path.

Related: #17018 (HUDI-9423) covers completion-time-based ordering of log files in a file group, which is the same bookkeeping area and whose PR also lapsed.

   Keeping this open.
