All the refactored code in /trunk/devicemap/java should now contain proper Apache license headers.
/contrib was not changed at this point. It is an initial contribution, but we won't release that folder, so is it required to change OpenDDR headers there?

It does not only apply to /contrib/openddr/java, but all of /contrib/openddr. 
For the Java/Maven part it would be very easy using the same License plugin I alredy applied to other modules, .NET may require manual editing, at least "Find all in files".
