As per the discussion in [this|http://mail-archives.apache.org/mod_mbox/qpid-users/201610.mbox/%3CCACsaS94uieHO3j22cHJ-UqHgVWU8B2V-_jfq%2BL3-Q1EN78-h6Q%40mail.gmail.com%3E] mail thread, currently the way the qpid.work_dir variable is set is somewhat odd due to its history.  If it is set via the -prop command line property it is used as the work directory, however if it is not set in this way then the value from QPID_WORK is use and overrides and value set as a system property for qpid.work_dir.

As outline in the mail thread I believe instead it should always use qpid.work_dir if it set (in system properties or the environment) and only then fall back to QPID_WORK
