XSP Classpath

Why doesnt my XSP pages automatically does not recognize the Class files
under <tomcat_home>/webapps/<myapp>/WEB-INF/classes. I have to manually add
this path in the Tomcat startup.sh file. 
I think the JSP files automatically recognize this class path.

I'm running,
Tomcat Version - 3.1
Cocoon - 1.7.4
