Spam removal in issues.apache.org

All of the spam tickets that I spotted have been removed from
issues.apache.org/bloodhound. If you find any additional spam tickets, and
when spam tickets are created in the future, please add the keyword "spam".
The tagged tickets will be periodically removed.

In the future there are two enhancements that could help with monitoring
and removal of spam tickets:
