I understand that there are many users who would not be able to use this rule: 
users in Spain, for example would expect to see the character � in email 
subjects on a regular basis.  However since there are tens of millions of 
people who would benefit from this rule and taking care to set the rule with a 
default of 0 would prevent false positives I submit that this would be an 
extremely useful rule of sufficient general interest to include.
