add textcat_assume_ok_on_ambiguity option
In Mail::SpamAssassin::Plugin::TextCat, if check_languages is not sure about 2
possible languages, UNWANTED_LANGUAGE rule won't trigger.
Add an additional option to change this behavior, if the possible candidates do
not include a language listed in ok_languages, UNWANTED_LANGUAGES will trigger.
With current code, if we set
ok_languages en
and SpamAssassin is unsure if the email is written in ja or zh,
UNWANTED_LANGUAGES rule will not trigger.
With new option enabled it will trigger instead since even if the detection is
not definitive, the email won't be in english in any case.

textcat_max_languages defaults to 3 so 'ja zh' would not be considered
ambiguous unless you've changed textcat_max_languages to 1. If you don't want
anything to be considered ambiguous, why not just set textcat_max_languages to
999?
