As of Oct 27th 09:32 GMT-5, the D7B65864 key is still missing from the KEYS
file. I've just downloaded the KEYS
(http://www.apache.org/dist/tomcat/tomcat-5/KEYS) file and had the same problem,
which lead me to this bug report when searching for similar issues.
