[HttpCore] HttpCore 4.0 (final) preview packages

Folks

Please do try to find a few minutes to review the release notes and the
packages and report issues, if found.

This is going to be the first GA release of HttpCore, so the quality of
release packages is important.

[HttpCore] HttpCore 4.0 (final) preview packages (refreshed)

Posted by Oleg Kalnichevski <ol...@apache.org>.
Folks

I rebuilt the preview packages off the SVN trunk with all the latest changes

Please _do_ try to find a few minutes to review them. At the very least
could someone please proof-read the release notes?

If there is no feedback, I'll start the official release vote no later
than the day after tomorrow (Feb 17th)
