conflict with NAV2003

when tomcat/catalina is set to boot with the login of my "startup" account, it 
shuts down the NAV autoprotect with characteristics of a virus.  i can't run 
NAV if tomcat is in startup (not a system service for other problems), but 
after system boots completely, i can run tomcat with no problems.
