checking out from the SVN

I'm trying to use subclipse to grab XAP from the repository but I am
getting the following error:
 
svn: Connection timed out: connect

svn: PROPFIND request failed on '/repos/asf/incubator/xap'

Are there any type of configuration settings I need to configure to
grab XAP from the repository?  I'm running through a proxy and I have
configured it to work with the eclipse plug in updater, but figured I
didn't need it to connect to this repository because it's https.  Is
there something else I'm missing?
