Looks like I screwed up the python in PHOENIX-2359.

For whatever reason, it wasn't an issue on Linux, but running it on Windows did cause an issue. There should have been quotation marks around the entire JDBC URL when I actually only added quotes around part of it.

Simple fix, confirmed it works on Windows, will test on Linux just to be 100% sure and then throw up a patch.
