[PR] scaladoc about `access_token` query parameter [pekko-http]

alternative is to add a config like `pekko.http.server.parsing.oauth2-query-param = off` that would allow users to disable this support
RFC 6750 Section 2.3 permits access_token as a query parameter but recommends against it
