Hi,

There are a few issues related to this ticket that I wanted to put out there so we can get it all cleared 
up.

First, Fred has claimed that the rules are his, so we're going to ignore the version in the ticket.

Second, Fred, are you "submitting" the rules to us?  We can't just grab "rules in the wild" for the distro, 
so we don't typically go looking.  I see you already have a CLA, so we'd be happy to put the rules in if 
you indicate that you want us to do so.
