   When `use public runners` label is applied to a PR, that PR will
   run on Public Runners even if it is created by the maintainer.

   Kind request to approve that one - it will help  with testing the OOM issue with Public Runners. IT allows to set a label for Maintainer PR to get the tests run on "public runners" so that we can easier iterate on it in PR when trying solutions.

   The PR most likely needs to run full matrix of tests because it modifies parts of the core of Airflow. However, committers might decide to merge it quickly and take the risk. If they don't merge it quickly - please rebase it to the latest main at your convenience, or amend the last commit of the PR, and push it with --force-with-lease.
