New HTML based help

I have created a Jira issue at

This is offered as an alternative to the excellent one Bruno did.  For me,
this is simpler in concept and requires no modifications to the core Ofbiz
code.  The help files can be created, edited and distributed as a
standalone, and then integrated into the Ofbiz applications by copying the
html files into the help/helpFiles/html/en directory and then populating the
HelpCrossReference entity and then adding helpTags to the screens they are
designed to provide help for.

The only drawback is that help is offered from the main decorator and hence,
only one help screen is available for all the widgets displayed.  However,
this could easily be resolved if someone really needs it.
