support for prefixed attributes

           Summary: support for prefixed attributes
           Product: Axis
           Version: current (nightly)
          Platform: All
        OS/Version: All
            Status: NEW
          Severity: Normal
          Priority: Other
         Component: Basic Architecture
        AssignedTo: axis-dev@ws.apache.org
        ReportedBy: fzapsrcf001@sneakemail.com

Support for prefixed attributes appears to have been broken. The following
proposed patch might fix it, but it only propogates ugliness. A good thing to
do would be to sit down for a minute and rework attributes and namespaces so
that it is squeaky clean.
