## Description
Feedback from APISIX Dashboard users: After switching to the `Chinese (0%)` language, the screen displays many unreadable i18n keys, making it difficult for users to understand them due to the current design.

I'm unsure whether we should hide the unfinished languages or maintain the current design? I remember that some GitHub project documents outline the progress of language translations (like us), rather than just displaying the parts that have been translated. However, I can't find the source.

I have tested this in other languages, including a Chinese browser, and it still defaults to English. This is expected.

One solution is to fallback to English. This should only require the configuration.
