   这里看起来有几个问题：
   1. 本地连本地是否路由不通
   2. provider 端口是 9211，是否是自己配置的，需要检查防火墙
   3. local 的应该是不会走到地址通知的，对于 Dubbo 来说如果本地有服务会直接生成本地的引用
