I just downloaded Xalan-C_1_3-linux.tar.gz which contains the shared library 
libxerces-c1_6_0 in a directory called xerces-c1_6_0-linux/lib.

I don't understand your comment about "will not build without XALANROOT env 
var..."  Details for building Xalan are contained in the documentation, which 
comes with the distribution.  See:
