   I would have liked to have an autest to exercise this case to catch regressions, but short of writing a C program using the nghttp2 library, I don't know how to create a bad H2 client that sends POST DATA frames but doesn't set the EOS bit.  @maskit @masaori335 do you know of HTTP/2 testing tools that would allow this?  Otherwise, I'll eventually put up a separate PR with the bad posting H2 client and an autest.
