Here is a small bit of utility that I found useful recently testing. It is a means of disabling master's running of server shutdown -- i.e. stopping the master recovering regionservers.  It is good for keeping cluster in an off-kilter state as in, a regionserver is down and it is down as long as you want to keep it offline.  It is helpful for testing grey areas: client retrying, what happens when regions are offline a while.
