I have a test triggered monitor setup for titan, it'll send to the snmp hipchat channel for now due to there being a small bug in datadog's escaping not working with #asfinfra.

Once I verify that this test trigger works, I will have it email everyone when triggered (until the #asfinfra bug is fixed).

> We monitor database replication, we should alert on this (to Hipchat/email, but not to pager duty) so that we know we have good backups, since we backup from the mirrors.
