ClusterConnectionConfiguration uses ActiveMQDefaultConfiguration.getDefaultClusterCallFailoverTimeout()

= -1

broker.xml uses in 

FileConfigurationParser 

ActiveMQClient.DEFAULT_CALL_FAILOVER_TIMEOUT = 30000
