[I] [Bug][Project] project_mapping is empty when only GitHub data is collected [incubator-devlake]

### What happened
1. I collected GitHub data
2. I tried to observe metrics in the `cycle time and throughput` dashboard, but it was empty.
3. Then, I checked the table project_mapping and found no value.
### What do you expect to happen
The project_mapping should construct the relationship between project and GitHub repos.
