[DISCUSS] Draft maturity model assessment for review

Hi everyone,

As suggested during the graduation discussion, I started putting together a
draft maturity model assessment for Apache ResilientDB using the Apache
Project Maturity Model:

This is still incomplete and meant as a working draft for community review.
I filled in the sections where we already seem to have clear public
evidence, and left some items as “Mostly” or 'needing confirmation' where
we should either add better links, clean up wording, or discuss the current
state as a community.

The goal is not to claim everything is finalized yet, but to make our
current state visible and give the members something concrete to review.
Please feel free to comment directly, suggest better evidence links, or
point out anything that should be corrected before we consider this ready.

I’ll continue updating the draft based on feedback.

Hello everyone,

The requirement for "Code can be built reproducibly with standard tools."
links to the README, and under the online documentation section
<https://github.com/apache/incubator-resilientdb/blob/master/README.md#online-documentation>,
almost all of the links are to blog posts that currently just redirect to
https://resilientdb.apache.org/. While there are some instructions later in
the README
<https://github.com/apache/incubator-resilientdb/blob/master/README.md#build-and-deploy-resilientdb>,
the table of contents is earlier and more prominent, so we may want to
update the README in the interim if the migration is going to take a while.
