   ### What would you like to happen?
   
   Add support for Dataflow's `--template_location` flag, indicating that a job graph should be staged to a GCS bucket and not submitted to the service for running. This acts as a pre-requisite for supporting classic and flex Dataflow templates in the Beam Go SDK.
