It is possible for a cluster to get in a state where 

# desired state of a host component was in INSTALLED state 
# desired state of a service component is in STARTED state
# Delete service API fails with the error message of the component being in non-removable state (STARTED).

*Expected behavior:* If all host components have their desired state in INSTALLED then deletion of a service should succeed.
