    * a Top Level Project (TLP) within the Apache Software Foundation (where the TLP considers the Candidate to be a suitable sub-project); or
    * the Incubator PMC."

Although in practice it appears that the Incubator PMC is the preferred sponsor for projects that would end up a TLP.  The site could say something like this:

Where a top level project is not an appropriate sponsor, the Incubator PMC is the preferred sponsor.  Requests should be sent to the general (AT) incubator.apache.org mailing list.

The original description quotes from the 'Proposal' section of this page. Further down the same page under the heading 'Sponsor' has similar (but clearer?) wording :-

..'Sponsor
The Sponsor is the entity within the ASF that makes the determination that a candidate would make a worthy addition to the ASF, and agrees to take on the candidate in question (or in the case of the Incubator PMC, assist it in finding a home) should it complete the incubation process.

A Sponsor will be one of:

The Board of the Apache Software Foundation. In this case, it is expected that the candidate would become a TLP on successful completion of Incubation. 
A Top Level Project within the ASF. In this case, the project in question has agreed that the candidate is a good fit for their project, and will take on the candidate as a sub-project upon successful completion of Incubation. 
The Incubator PMC. In this case, the Incubator PMC agrees that the project in question will make a good addition to the ASF, but there is no clear "owner" of the candidate should it successfully complete incubation. An incubation exit requirement for such candidates will be the identification (and successfuly lobbying) of an "owner" entity - either the board (and the candidate will be a TLP) or another project. '..

I would suggest therefore :-

1. that the sponsor relevent wording be removed from the 'Proposal' section in favour of a #link to the 'Sponsor' section instead. 

2. the Sponsor section seems to order in top-down heirarcy of organisation rather than in order of preference and likely scenario. So maybe reverse the list order to read :-

..'A Sponsor will be one of (in likely order):

The Incubator PMC. In this case, the Incubator PMC agrees that the project in question will make a good addition to the ASF, but there is no clear "owner" of the candidate should it successfully complete incubation. An incubation exit requirement for such candidates will be the identification (and successfuly lobbying) of an "owner" entity - either the board (and the candidate will be a TLP) or another project.

I would put TLP's as the most likely sponsor *if a project would fit*, then the incubator PMC, then the board, as a last resort.

I think I would link the 'sponsor' section, but also explain the actions to be taken at that point, for anyone doing things step by step.

Otherwise, it looks pretty good to me.
