Vote results for 0.8.12; new vote coordinator.

In accordance with the schedule announced last week, the 0.8.12 voting
round is now closed.  The full chart of votes received is included below.
NB some of these votes were amended from the ballots as originally
received:

*) Aram originally vetoed access_cleanup; this veto was apparently
   meant for virt-srvr-name, and has been so noted below.

*) I switched my vote on no-bsd-conf from +1 to -1 after the
   repeated changes in that patch. 

*) In an inquiry by private email on Brian's status on no-bsd-conf (he
   had voted +1, but also expressed reservations), he indicated a
   desire to switch his vote on that patch to -1, again because of the
   repeated changes.

*) David Robinson had noted on his ballot that his votes only applied
   if there were no subsequent changes to the patches in question.
   There were subsequent changes to no-bsd-conf, which voids his +1
   vote, at his own explicit request; I have counted his vote for the
   current version as zero.

It is interesting to note that imap_point, a fairly well supported
patch, (five +1 votes) failed solely because of a veto issued on
procedural grounds, namely, that the patch was a feature extension.
As I have said earlier, it is open to debate whether this is a new
feature or a bug fix (adding a missing one, as in wild-dirs earlier);
given the number of +1 votes in the face of a strong group consensus
that new features are to be avoided until post-1.0, it would appear
that much of the group leans towards the "bug" side.

Also, after all the controversy about no-bsd-conf, it is interesting
to note that it would not have passed even if all vetoes were lifted.

A new release built in accord with these votes will be on hyperreal
soon. 

For the next vote, I will be taking a break from my present role as
vote coordinator.  Roy Fielding has graciously agreed to take my
place, and to conduct the next vote --- I leave questions as to its
detailed timing, and administrative rules, to him.

As we all know, Roy is a highly respected member of the Web community,
being redactor of the HTTP Internet Drafts, having made very
substantial contributions to the HTML 2.0 spec, having developed
several widely used utilities (including wwwstat and MOMspider), and
being a Visiting Scientist at the WWW Consortium.  Among other things,
this has given him extensive experience in managing large and
contentious groups...
