PR to enable actions on YARN

I want to thank Sam Hjelmfelt for walking me through his PR
https://github.com/apache/incubator-openwhisk/pull/4129 to allow actions to
run on YARN. He also showed me a live demo -- really neat.

I'm making a final pass through the PR and will merge it in 72 hours if
there's no additional input by silent assent.

Sam could give a longer answer. In short it’s another resource scheduler, closer to mesos in granularity than kubernetes. Interesting architecture topology option for openwhisk with such schedulers is the lean stack. Might even play nice with knative.

Ah ok

Do you have a synopsis on how it compares to the options we use today like using docker or k8s pods?
