While trying to fix a bug in Flink's scheduler, I needed to pass a configuration parameter from the TableEnvironmentITCase (blink planner) to the TaskManager.

Changing this from:
{code}
   case "TableEnvironment" =>
        tEnv = TableEnvironmentImpl.create(settings)
{code}
to
{code}
   case "TableEnvironment" =>
        tEnv = TableEnvironmentImpl.create(settings)
        val conf = new Configuration();
        conf.setInteger("taskmanager.numberOfTaskSlots", 1)
        tEnv.getConfig.addConfiguration(conf)
{code}

Did not cause any effect on the launched TaskManager.
It seems that configuration is not properly forwarded through all abstractions.
