[I] csharp: literal strings not supported by driver manager toml parser [arrow-adbc]
esadek opened a new issue, #4328:

The C# driver manager's TOML parser throws an exception if literal (single-quoted) strings are used, however, [the documentation](https://arrow.apache.org/adbc/current/format/driver_manifests.html#manifest-structure) uses literal strings in the example manifest. I do not see any mention is the documentation suggesting that single-quoted strings are not permitted.

I think it would be best to just use a TOML parser like [Tomlyn](https://github.com/xoofx/Tomlyn).
