LoggingService can't find default logger name

Tomcat 4.0.4
BOTH Turbine-3.0.jar and Turbine-2.1.jar in
$TOMCAT/lib

*** EXCEPTION WITH BOTH Turbine-2.1.jar & -3.0.jar ***

Turbine: init() failed:
org.apache.turbine.services.InitializationException:
LoggingService can't find default logger name in the
configuration file.

(yes, TurbineResources.properties file is in the
$TOMCAT/webapp/myApp/conf directory, with
WEB-INF/web.xml pointing to correct place)

*** WITH ONLY Turbine-3.0.jar ***

javax.servlet.ServletException: Cannot allocate
servlet instance for path /myApp/servlet/myServlet

root cause

java.lang.Error: Could not find listener class
org.tigris.nidaba.tool.NidabaListener! at
org.tigris.helm.security.BaseHelmServlet.start(BaseHelmServlet.java:1148)

*** WITH ONLY Turbine-2.1.jar ***

javax.servlet.ServletException: Cannot allocate
servlet instance for path /helm/servlet/DomainHome

root cause

java.lang.NoClassDefFoundError:
org/apache/turbine/services/rundata/TurbineRunDataService
