The Order doc has been phrased a number of different ways, and has always
managed to be misinterpreted. So, yeah, I think that this is a problem. However,
I don't at all understand the description of the table. Can you please show an
example of the table?

I also rather disagree that the Order doc should not discuss orders. The doc
serves two purposes (ok, probably more, but at least two). The immediately
pragmatic "solve my problem now" role, and the more in depth "how does it work"
role. And it must do both, in order for the documentation to be comprehensive.
