This portlet is designed for Tomcat 4, JSP 1.2.  Tomcat 3 uses JSP spec 1.1.

Suggested resolution:
1) Document this portlet (JSP1_2andJetspeedTagLib) will NOT work with 
   Tomcat v3.x or any other JSP1.1 servlet engine.

2) Create an example portlet for Tomcat 3, (JSP1_1andJetspeedTagLib).

I will try to get this in the next release
