I may not fully understand what you're trying to accomplish, but I believe I do and I believe that Struts 2 already supports the functionality you require.

Instead of creating a global set of validations for an action using the form ActionName-validation.xml, you can create validations for specific methods in your action using the form ActionName-MethodName-validation.xml.

If that does not solve your problem, please re-open this ticket and specify as many details as you can. A sample WAR file is always helpful and patches are strongly encouraged.
