Video Call on June 2, 2024

Several of the PMC members met yesterday to primarily discuss the ScopedContext and getting release 2.24.0 ready. The notes from that meeting are at https://docs.google.com/document/d/1U7IXrgNYKX3aFE1IEVDmYradt5nxBn2NJM8P9_f1f0M/edit?usp=sharing.
