[I] Support for Key Shared Policy [pulsar-client-node]

**pulsar-client version:** 1.11.1
**Pulsar version:** 3.0.8
I've encountered an issue with a slow consumer in a key-shared subscription, causing new consumers to stall. This behavior could be mitigated in my use case by allowing out-of-order delivery via the `AllowOutOfOrderDelivery` parameter in `KeySharedPolicy`, as seen in other client implementations:

- [java implementation](https://github.com/apache/pulsar/blob/master/pulsar-client-api/src/main/java/org/apache/pulsar/client/api/KeySharedPolicy.java#L51-L61)
It looks like this functionality is already implemented in the [C++ library](https://github.com/apache/pulsar-client-cpp/blob/fca38274ea2587f0980c40af83d8886ea73538e9/lib/KeySharedPolicy.cc#L51C23-L51C48). Do you have any plans to add support for it in the Node.js client? If not, could you provide guidance on how to contribute to this feature?
