maven pom for netui compiler should include velocity dependency

The pom file for the compiler, beehive-netui-compiler-1.0.1.pom, should include the dependency on velocity. E.g.

    <modelVersion>4</modelVersion>
    <groupId>org.apache.beehive</groupId>
    <artifactId>beehive-netui-compiler</artifactId>
    <name>beehive-netui-compiler</name>
    <version>1.0.1</version>

<dependencies>
      <dependency>
            <groupId>velocity</groupId>
            <artifactId>velocity-dep</artifactId>
            <version>1.4</version>
        </dependency>
 </dependencies>

</project>

Since we are not using netui controls, but only pageflows, we don't get it included otherwise. Which means that we cannot compile.
