> For bulletins generated from Reporting Tasks and Controller Services, they seem to be categorized as a controller level and component level bulletins. This is likely due to the fact that they are rendered at the controller level (in the status bar above the canvas) and at the component level (in the corresponding row in the table). Because they are duplicated, they are showing up twice when querying the bulletin board for instance.
