The query server JARs don't really depend on a specific Phoenix version, as they only use the common JDBC interface to Phoenix.

The current RC is known to work with 5.0.0, 5.1.x, and was also lightly tested with 4.14 and later.

The release process is common with other projects, and documented on the website.
