It's too painful to try to use the independent Debian unstable package which
frequently includes incompatible patches and is sometimes necessarily for an
older release.  Let's include a simple Debian package for bleeding edge folks
(like me).  Perhaps in the long run, this can become the Debian package.

The Debian packaging was removed, I recall, for two reasons:

1. we had no permission to include some of the files
2. the inverse problem - using our tree to maintain Debian packages

This solves #1 and should not conflict with #2 as this package will not be
part of the tarball, at least for the foreseeable future.
