   Note on the failed `License Check` workflow: the 23 files it reports (e.g. `eventmesh-agent/conf/agent.properties`, `eventmesh-connector-plugin/*/build.gradle`, `resources/logo.svg`) all exist on `develop` HEAD (`0be4e83`) and are **not touched by this PR** (this PR only modifies 11 files under `eventmesh-runtime/src`). The license check scans the whole tree, so this failure is pre-existing on `develop` and would affect any PR against it. The functional checks `Continuous Integration` and `Code Scanning` both pass.
