   Seems, I found the reason of status: REFUSED from dnsmasq
   Because dns server has public ip from the same network as VR public ip, dnsmasq ignores this dns
   ~~~
   ignoring nameserver x.x.x.x - local interface
   ~~~
   
   if I add to dnsmasq config second dns server, for example 8.8.8.8 - dns resolv for guest vm works
