Update the logic to ensure that the `tp` partition is actually assigned (or revoked) to the `Consumer` before using it in the various `Consumer` API calls in the test.
The new consumer does not necessarily receive _all_ the partitions it's assigned in a single call to `onPartitionsAssigned()` (same with `onPartitionsRevoked()`). The test assumed that because it received _a_ call to `onPartitionsAssigned()` that means that call included _both_ partitions. That is _usually_ true, but not always.
