    KAFKA-21264: Javadoc output language depends on the build machine's system locale (#23789)

    Javadoc currently inherits the JVM default locale, which can result in
    generated HTML using a different `lang` attribute depending on the build
    environment. Set the Javadoc locale explicitly to English so that
    generated pages consistently use `<html lang="en">`.

    Tested with `./gradlew aggregatedJavadoc --no-daemon --console=plain`;
    the build completed successfully and the generated Javadoc pages use
    `<html lang="en">`.
