The java and python bindings are not well maintained and now that we have the HTTP based V1 scheduler and executor APIs it would be good to remove the burden of carrying the java and python bindings.

I've targeted this for the 2.0 milestone so that we remember to do this, since this is a breaking change. If there's no objections from users, we could find a way to remove them prior to 2.0.
