Reopening.

Go ahead and shutdown the muse lists.

Also, there seems to be a problem with the dev list.    If  I send a note to dev-list@, I get a failure notice instead of the list back.  I assume it's because I'm not set as a moderator or something on that list or the list isn't setup to be a moderated list.  Can that be checked/fixed?

Finally, the archive at:
http://mail-archives.apache.org/mod_mbox/ws-dev/
shows the general@ addresses, not the dev@ addresses.
